Section 42A Staff Recommending Report
A Section 42A Staff Recommending Report and a revised version of the proposed Plan Change 1 showing amendments recommended by Council staff in response to submissions can be viewed here.
Error Log
Some errors were identified in the Section 42A Report and the amended version of the Proposed RPS.

Hearing Panel Questions for Department of Conservation Ecologist
Response to Hearing Panel Questions
The Hearing was adjourned as the Panel requested further information on a number of submissions that sought amendments to wetland boundaries. The Panel commissioned further site visits to be undertaken, and a report on the findings.

The reconvened hearing was held on 31 January 2019.

Boundary review Report
The Assessor who undertook the review of the 15 Schedule 2 wetland boundaries requested by the Hearing Panel has prepared a Report on the assessments.

S42A Staff Recommending Report
As a result of the information in the "Schedule 2 Wetland Boundary Review" Report, Council's planning staff have prepared a Section 42A Staff Recommending Report responding to submission points relevant to the 15 Schedule 2 wetlands.
December 2018 Section 42A Staff Recommending Report
Following the release of the December 2018 Section 42A Staff Recommending Report, a further submitter requested for the Council to assess an area of Schedule 2 wetland designation on their property. A site visit to the area was undertaken and a report on this site was completed. Below is a link to the staff recommendation on this additional area of wetland.

September 2019 Reconvened Hearing
Following the January 2019 Hearing on Plan Change 1 to the Regional Land and Water Plan, the Hearing Panel requested expert causing on 8 Schedule 2 Wetlands where the Department of Conservation and the Council had different views. The expert caucusing has now been completed and Council Planning staff have completed the August 2019 Section 42A Staff Recommending Report, which makes recommendations on submission points relevant to the eight Schedule 2 Wetlands covered by the expert caucusing.
The Hearing for Plan Change 1 to the Regional Land and Water Plan will reconvene on Monday 16 September 2019.

Where to from here?
The Council will make its decision on submissions and notify submitters of the outcome. Any person who made a submission and is not satisfied with the Council’s decision and the changes that are included in Proposed Change 1, may refer those matters to the Environment Court.
The changes proposed in Plan Change 1 will become operative on the resolution of submissions referred to the Environment Court.
