Total Mobility
What is the eligibility criteria to join the scheme?
Eligibility is assessed as having an impairment that prevents a person from undertaking any one or more of the following five components of a journey unaccompanied, on a bus, train or ferry (if these public transport modes were available on the West Coast) in a safe and dignified manner:
- Getting to the place from where the transport departs
- Getting on to the transport
- Riding securely
- Getting off the transport
- Getting to the destination.
Examples of impairments that meet the criteria include an inability to walk short distances due to pain, respiratory problems or neurological fatigue, dependence on a wheelchair, severe visual impairment, or intellectual, cognitive or psychiatric disabilities which require the constant assistance of another person.
How do I apply?
To join the Total Mobility Scheme on the West Coast, a visit to your GP is required. Your GP will assess your ability and provide you with a form that upon presentation to your district council, a book of Total Mobility vouchers will be issued.
Eligibility can also be assessed at CCS Disability Action in Greymouth and Hokitika.

How do I use the vouchers?
Taxi services In Westport, Greymouth and Hokitika are providers of the Total Mobility scheme on the West Coast. Present your voucher to the driver and a 75% subsidy will be applied to your trip up to a maximum meter fare of $30.
What do I do if I run out of vouchers?
On finishing your voucher book, present the empty book at your district council for replacement.

Can I use Total Mobility outside of the West Coast region?
Yes – Total Mobility discounts can be claimed throughout many other centres in New Zealand. It is administered at a local level by participating Regional Councils who approve qualifying transport operators.
Please note that not all transport operators provide Total Mobility services. Please check at the time of booking that the transport operator is part of the Total Mobility Scheme.

Can my caregiver use my vouchers?
No – only members of the Total Mobility Scheme can use the service. The caregiver may travel with the member but may not use the members voucher for their own travel.
Can I travel with a companion?
Yes – However as the eligible Total Mobility user you are required to remain in the vehicle for the entire duration that your companion travels.
